  Note: The Encode feature is selective, ie. it only encodes theparts of an outgoing message that are not already in UTF-8 format.
  Added $utfencode(text, C) and $utfdecode(text, C), where C is thescript/codepage ($window().fontcs) of the plain text.
  Added $isutf(text) identifier, returns UTF-8 status of text, where0 = not UTF-8 (contains invalid UTF-8 sequences), 1 = seems to beplain text, 2 = seems to contain valid UTF-8.
